No one in Hollywood gets up looking like they do in the movies.  Makeup is what makes an actor attractive, old or half beast.  For most films, it’s a matter of using products a little bit better than what the grocery store offers.  But for a few films, there’s a bit of the old above-and-beyond that deserves some special recognition. 

The Technical Explanation:  Makeup is any change in the appearance of a performer's face, or hair, or body created by the application of cosmetics, three-dimensional materials, prosthetic appliances or wigs and hairpieces, applied directly to the performer's face or body. Makeup, as an achievement or a craft, shall be determined by the Makeup Award Rules Committee.  Eligible films submit clips of the makeup process (you’ll see clips of these during the awards show) and how it contributed to the final film.  Clips may be no longer than 10 minutes.  A ballot shall be distributed to the committee. All members must mark a score of 10, 9, 8, 7 or 6 opposite each of the achievements.  A maximum of three productions achieving the highest average point score of 8.0 or more may be nominated for the Makeup Award.

The Bottom Line:  

Go with “Frida” on this one.  Hardly anyone even saw “The Time Machine” and you know Miramax expects at least one award for making an incredibly attractive actresses not-so-attractive.
